Getting a passport is a huge pain in the butt. Mine took at least a month to process, but I got it way back in 2009.

I think you need to be a part of Tom's mailing list. Generally if you contribute to the site a lot, or help out somehow, you get added. I'm still not really sure what I did to get on there.
You can always go to the Quebec meetup that's happening in June! I've heard the turnout for that is huge!

I'd bet that everyone would help take care of your stay while you were there, too. Generally everybody has been super supportive in banding together to share free and/or cheap ways to crash at peoples' houses. In some cases, you might even be able to carpool to/from the event. c:
